If the U.S army is going through graduall withdrawl from Iraq and Afghanistan does that mean they lost?

Supposedly Iraq and Afghanistan are becoming strong enough to combat the Taliban and Al Queda so fewer U.S. troops are needed , so the drawdown begins . Personally I favor letting them fight it out and then bomb the hell out of the survivors. But to answer your question . No , we did not lose.
