Is indian telegraph act applies to mtnl and bsnl?

I want to know, whether indian telegraph act applies to mtnl and bsnl , both now a psu formed from the dot, (departmental of telegraphs) india? If there is a security breach in the psu mtnl or bsnl, whether he/she (who breached the security) can be booked under indian telegraph act.
