What would you do if you see this thing coming up fast behind your boat?

While our opinions and beliefs may not agree, I'd wish the vessel to get within 200 feet of me. I'd launch a barrage of "Night" signal flares at it in hopes to set it ablaze and sink. These signal flares burn at a temp of 2500 degrees, more than enough to set fiberglass on fire. These types of people are no better than Pirates, Murders and Child Molesters. They violate EVERY Maritime Rule and Regs in the book. These people are terroriest invading the rights and LEGAL quotas established of these fishermen. Whether we like it or not, the fishermen are acting within International Law.
