Do Fish Have Any Sort of Minds or Brains....?

By this I mean, where do the brains of fish stack up on the evolutionary ladder (of course I'm not talking about ocean mammals), in comparison to mammal, primate, bird brains etc? Is it true (as fisherman often say) fish generally have no minds and very primitive brains, placing them between plants and simple land animals on the mental evolutionary scale?
